how do i restore an ipad i bought from someone? its locked which i didnt know that when i bought it and now i cannot get anyone that knows the information to answer

If that iPad is asking for a username/password, you're encountering Activation Lock. It's a theft-prevention feature that you won't be able to get around.
That iPad is useless to you. Plan to recycle it.
