I am doubting it is, but need to ask the questions. I have tried putting the iPhone into recovery mode but this did not restore the older version - iOS13. I would like to remove iOS15 and revert to io13 and wonder if anyone has a weblink to a safe site that will let me download it?
I am having problems with notifications from apps and it is iOS 15's fault.

At you own risk, you can search for workarounds on the Internet.
That said, something could have gone wrong during the latest update procedure.
I would try to install a fresh copy of iOS/iPadOS. To do this, create a full backup of your iPhone/iPad (1), then restore it to factory settings (you need a computer to perform this step) and, in the end, set it up as new (2).
When done, restore data from your previously made backup (3).

Apple doesn't support iOS downgrading.

In such a situation, I suggest that you make an appointment (*) and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> Apple – Location Selector. After checking it out, they'll give you all the available options.

After the 7th reinstall of the ring.com doorbell app, it suddenly started to work. I did nothing different to before. I am glad but wonder what was different this time…?

I did this on the 3rd try to fix it all and all i got was 2 hours of reloading from a back up after reinstalling it all - twice. No joy. And shame Apple don't support going back an upgrade, as this would help with issues like mine until they had a fix. Perhaps another long wait for Apple to find the issue.
