Why cant I upgrade my iCloud storage? I have changed passwords, can’t remember my original password, given credit info. Says I have successfully updated & then says “Can’t upgrade at this time, try again later.

Restart the iPad Air 2, and try acquiring more storage again.
As it can be confusing, adding iCloud storage will not increase the iPad Air 2 internal storage. It will provide more room for backups, and for offloading various contents that would not otherwise fit on the iPad Air 2, or would otherwise have to be deleted.
If a restart doesn't work, do you have access to another WiFi network where you can try? That has worked for several people.
Try a forced restart.
