Apple TV on my Samsung shows that I am logged in and have the monthly subscription service.

but when I click a program it wants me to sign up for a monthly subscription.

The Apple TV app feature multiple Channel services, that may require additional subscriptions, depending on what you selected to watch.

With an Apple TV+ subscription, you get access to Apple TV+ content (Apple Originals), as produced exclusively for Apple.
Other premium Channels may also offer subscriptions in the Apple TV app, differentiated by country.
And the iTunes Store movie (and TV show) catalog is also available through the Apple TV app.
