Keeping iPhone, iPad, and iPod touch within acceptable operating temperatures Does your device cool down and allow you to use it? Does this happen when charging your iPhone or just when using it without charging? 

You’ve mentioned that the battery is down to 2%. Is that the maximum capacity percentage in Settings > Battery > Battery Health?
