Basically you have to travel to a country where the online store does have such machines, get a friend who lives in such a country send you one, or buy from a non-Apple source which has one for sale.
A different way of thinking about this -- these are Work-Arounds, NOT Apple-endorsed solutions:
the only unique thing about a Hebrew keyboard is that the letters appear on the keys, along with English letters. The translation (including writing-direction) is done in software that is already part of MacOS.
When I took typing, they put a key chart up at the front of the class, and told you not to look at the keys. If you are a touch typist, you could use a chart as well.
Or you could take a sharpie marker and add a few important characters on your existing keys
