Removing activation lock
How do I get a software for removing activation and how do i get to create a repair shop in my country for that just to repair iOS devices and trace their devices

There is no software to remove activation lock. There is also no way to trace devices that aren’t yours.
You seem to be looking for the Apple Authorized Service Provider program. You won’t be able to do any of what you requested if you are accepted other than repairing devices.
