How to communicate with Apple directly

Can anyone communicate with apple directly and tell them to fix their download/copy/export photo function to keep the original date of the photo with the move? Hundreds of people want to be able to store/correct their own photos in albums and files on their own computer.

How can I import photos from iCloud to my Mac and keep original data? I want to get old photos off of the Icloud and into my Mac unchanged from the original data. Every time I do a down load, all the pictures date the "Creation Date" as the time I down loaded the picture.
