Some in-App purchases cannot be shared between devices. Whether of not these purchases are shareable is the choice of the App Developer.

Some in-App purchases cannot be shared between devices. You need to check what, precisely, you are paying for.
Many “free” games and Apps are funded almost entirely from advertising revenue. Of those that are funded in the in this manner, it is sometimes possible to make a small payment to suppress advertising, but not all offer this capability.
Games that you have to buy outright, or subscribe, are not funded by advertising.
Contact that app's support team and ask them.
