If you’re referring to Safari on an iPhone then you will have the most up to date version of Safari if you have the most up to date version of iOS for your iPhone model. It’s built in; you cannot update it independently.

Go to support.apple.com/downloads/ and see what Safari downloads are available for your device. If it’s very old there may not be any further updates that you can install. There’s no way round that - if the latest version won’t run on your device, then it won’t run!
