I have been paying for extra GB on my iphone and than received an email saying it was upgraded to no additional cost. I am still getting charged though?

I am already paying for 2TB on my Apple account please use this into my iCloud. Why is this not already being used been paying for years. Got an email stating that my free 5GB is full and that I need to upgrade. I have been paying $9.99 for 2TB for years - why is my 2TB not being used? Please see to this and fix account information to this account. Make sure I haven't been wasting my money. If so I would like a $10.00 refund for every month paid for the 2TB and Apple didn't apply the 2TB to my account. Thank you - C Woods

You're getting new features at no additional cost. The package as a whole still needs to be paid for.
