"Do not disturb" turns itself on and cannot be turned off after Big Sur reboot

Each time I reboot my MacBook Pro running Big Sur 11.6, Do not disturb is turned on and there is no way to turn it off. The only reliable workaround I've found is to open the Do Not Disturb system setting under Notifications and set a time window for it to be active (see attached screenshot). When the expiration time hits, Do not disturb turns itself off.

Upgrading to macOS Monterey has resolved this issue.
