Can you load immunization information manually into Health App without Smart Health OR code triggering a download etc? What can you not load a photo of your CDC card in Wallet?

Wallet does not accept photos. You may load the photo into your Photos app.

I updated to IOS15.1 so that I could add my immunization the Health App or Wallet. Am I correct in learning that my shot provider MUST use SMART Health QR to do this? Why can you not manually activate the immunization section and load manually?
