I updated to Big Sur 11.6. BIG MISTAKE! It changed Safari which I don't like but at least it is still usable. But I have a few files on my desktop for quick use and I am no longer allowed to rearrange them. Also, with two or more documents saved to desktop, it forces them into a file and won't allow me to remove them so they are on the desktop individually.

While on the Desktop go to the View ➙ Show View Options menu. In the Desktop pane make sure Stack By is set to None and Sort By is None also.
It may have been set to something else during the installation.

Turn off Stacks on the Desktop.
Also, set the display preferences to not automatically arrange the icons.
Both are available from the contextual menu.
