I've noticed in iOS 15 my bluetooth sometimes turns on spontaneously even if I had previously turned it off IN THE SETTINGS (not temporarily).
Most recently today when updating to iOS 15.1, this occurred when I turned on wifi (in the settings and NOT bluetooth) and later noticed that BT was on.
Any idea why this is happening? Is it a bug or a new "feature"?

I am near many BT devices (all paired elsewhere) and have hotspot on my phone (also off). But BT was explicitly turned off in settings - it should not spontaneously turn on unless iOS behavior has implemented a bug.
Do you have any Bluetooth devices you are near? Or used Hotspot on your iPhone?
For some time now if you have used your iPhone as a hotspot with a device and you come within proximity of the device it will activate the hotspot and Bluetooth. Same if you have any AirPods.
