Here is the screen I am stuck on o have tried to completely erase the iPad and begin anew a half-dozen times, but cannot get past this screen. Thank you for any tips or recommendations you may have

How did you erase the iPad? Did you follow: Restore your iPhone, iPad, or iPod to factory settings? You can also use a computer to update the device.
The previous owner should have followed: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch. Did they sign out of their Apple ID?
What iPadOS version is currently installed in Settings > General > About?

The iPad was restored to factory settings and the previous owner signed out of their Apple ID. The iOS was probably 14.X, but I cannot get past (nor back out of far enough) this screen to confirm.
