Monterey fails to install
Monterey is failing to install on my M1 Macbook
The installer shows this message.
Needless to say the volume is already set as my startup disk so setting it as such does nothing.

I didn't try this, on a hunch I logged out as my normal user (non admin domain mobile account) and logged in with the primary user account (admin account created as first user).
This has got me past the miss-leading error message.
Recent behaviour has required authentication as an admin to install a new version of OSX with security updates not requiring additional authentication.

it only makes sense you would be admin...to carry out admin duties like a major upgrade.
I have never understood why one would operate in a non-admin user account to have this even register in my brain;

Did you try rebooting into SafeBoot mode...
launch the installer from there.
If you downloaded the full installer it will be sitting in your Applications folder "Install macOS Monterey.app"
additionally verify you turn Off Firewall / any VPN
verify you have adequate free storage
