Every time I try to access Starplus.com with Safari (from Brazil), the website doesn't load. And at address bar, it comes with 'eu' or 'en-gb', despite 'pt-br' as it should.
shouldn't this tool keep me in my country?

From your post it appears you are having an issue accessing a particular website.
We would suggest starting by working through the steps outlined here: If Safari on Mac doesn't open a webpage or isn’t working as expected - Apple Support
The steps found here may also help: If Safari can't open the page because too many redirects occurred - Apple Support. This will clear the cache for this site and allow it to go back to the proper one.

Thanks, but as I said, this only happens, when Private Relay is on, so when I turn it off, it stops redirecting me to Europe and I allowed to login.
