I got it fixed by reinstalling Monterey from Recovery mode. If anyone is experiencing this and exhausted everything, I recommend having backup once and reinstall.
My machine is MacBook Pro (Retina, 13-inch, Early 2015) with disk protected by FileVault, nothing special. I upgraded to Monterey from Big Sur 12.1 by Software Update, and then Bluetooth stopped working - as in, it' snot even an connectivity issue but it won't even start.
All things I tried and didn't work are: `pkill bluetoothd`, PRAM/NVRAM reset, `rm /Library/Preferences/com.apple.Bluetooth.plist`. I booted into BootCamp Windows 10 and even that didn't work. (Device Manager was reporting the problem.) I think the device drivers are stored in EFI partition, so perhaps that part didn't get update when I upgraded it from within mac? I didn't revert system to Big Sur so I don't know what's going on here, but that's my speculation anyways.
Anyhow, I rebooted into Recovery mode (hold down on ⌘ + R) and choose "Reinstall macOS Monterey". Note that I did NOT choose "Restore from Time Machine" as I wanted to try clean install and I didn't even plug my Time Machine disk into Mac, however oddly (or nicely?) it retained all the files and settings on this reinstallation anyways. There was a weird hiccup during installation asking me to log into account (Not File Vault but macOS Users). I don't know if any of that is the part of the spec but well.. it works so I guess I should be happy. Tried Windows 10 BootCamp - it asked me only a part of its installation wizard but everything stayed intact as it were before (well nothing should've touched Bootcamp partition so it was rather weird it asked me to sign in on Windows account and whatnot), but most importantly, Bluetooth worked exactly as it should be.
I have had "mysterious" Bluetooth issue with mac (according to Apple Store tech boi) a while ago just to have physical wireless module replaced for $150-ish, so I'm quite disappointed about all this. I strongly recommend getting backup and retry this before getting ripped off for replacing quite possibly not broken hardware.
If you want to reset settings as well and not just restart the daemon, delete the
com.apple.bluetooth.plist file in
/Library/Preferences
Although present in macOS 11.6.1, the Reset the Bluetooth module menu item was removed in Monterey and no keyboard shortcut will make it reappear when clicking the Bluetooth menu bar icon.
hi, all. had the same problem, as mentioned in my comments above. tried all the suggested solutions with no luck. I re-installed Monterey and it fixed my bluetooth. didn't delete original Monterey install or anything special, just downloaded and reinstalled over the first install. literally typing from my magic keyboard now. good luck!
You can kill the bluetooth daemon via the terminal command:
sudo pkill bluetoothd
I cannot convince Apple of this huge coding mistake, taking the ability to reset the bluetooth preference. In fact, one of the most prescribed fixes, throwing away the bluetooth preferences and restart, only makes it worse.
Since Monterey I have taken my IMac into repair three times, it languishes there as we speak. This has cost me a month of work loss, thanks to the what Monterrey coders did.
The blithely removed the ability to reset Bluetooth, and you try, and do a restart, you CANNOT TURN BLUETOOTH ON.
I first got, “We don’t see that” from the Apple cover up…then they supposed fixed it with a new bluetooth antennae, but really didn’t put a new one in, which got me to second turn in for repair…then I was told it simply could not happen, so they threw away the pref and bombed all of my data.
I was poised to take the machine home, after two failures to fix it, and asked the technician to simply turn on bluetooth after restart…and with a fresh Monterey and NO data, the bluetooth turn on switch simply does to work…it is stuck in the closed or off position.
The reaction from the tech was “Wow”, and another work permission slip was for the THIRD TIME filled out and for the fourth week no IMac…
I am betting I will get the same runaround. And I read more and more entries in these chat areas, that the same problem is happening with Monterey, some idiot decided to take away the user’s ability to turn the Bluetooth on and off.
In the old days, of wired mice and keyboard that would have been a nuisance, now in the era of Bluetooth for practically everything it gave me a hood ornament for a computer…a new on by the way, still under warranty and apple care.
But the Apple denial is still on, running me back and forth from the repair, with one dodge after another. Of course there tried, “It is your fault” several times, when all I did was follow the tech’s online advice.
You can rectify it if every time you phill the Bluetooth routine via the Terminal, and type in “sudo pkill bluetoothd”
wait five seconds and hit enter and suddenly the bluetooth app turns on.
But the next time you restart or after a cold restart, bam NO BLUETOOTH.
This is consistent.
Now I have an up to date Apple MacBook Air, with Monterrey and no bluetooth problems at all.
And on it goes.
I have asked for a replacement machine and was told after three tries, this is try three, that is possible, and meanwhile I wait and wait with no fix.
This all happened when I upgraded to Monterey with the bluetooth control incapacitated….
You screwed up Apple, admit it…and fix it…
Ok, for the hundredth time...Monterrey got rid of the reset button...hence the problem..apple will not admit it...
Somebody screwed up, and a Mac without bluetooth is worthless...no mouse, no keyboard...nothing...
They have made a hood ornament out of my new new Mac..

They posted that assuming it would work the same on Monterey, they are wrong.
Thank you, @leroydouglas, I don't either; maybe it's a bug? Or, do you know what the new method is? I have a magic keyboard with numeric pad that tends to require bluetooth factory reset because of a lag while using it from time time time.
I echo all comments above. No reset the bluetooth module available in Monterey...deleted the Bluetooth plist...and tried the dozen of other recommendations found on Mac sites. Bluetooth icon in banner has a strike through it...bluetooth not available and won't recognize any devices. Have tried every recommended option and Bluetooth still not available
What I am getting is stone walling....all apple reps I have spoken to, and at last count it is a 1/2 dozen, claim no problems with Monterrey.
All I know that once Monterey came out, same thing, bluetooth is turned off after booting up the iMac and nothing can turn on bluetooth.
This doesn't happen on my Mac book, which now has Monterrey on it..but it sure as heck does with my new iMac.,
I am taking my Imac in for the SECOND TIME, after they put in a new blue tooth antennae....? stonewalling...
The pkill only works on restart, but when you turn off the machine and boot, no bluetooth…so you have to get out the wired mouse, since the wireless one doesn’t work (no bluetooth) and no keyboard to type in your password, again no bluetooth, and you have a brick for an iMac..
The bluetooth panel will not open in preferences.
