Screen saver broken in Monterey

In Photos, with that library open, go to Photos->Preferences and click the button “Use as System Photo Library”. Then instead of navigating to the folder, choose the library or specific album within it.

But it was fixed with 12.1. You must have some 3rd party software installed that is interfering with the Desktop picture feature. Download and run Etrecheck. Copy and paste the results into your reply. Etrecheck is a diagnostic tool that was developed by one of the most respected users here in the ASC and recommended by Apple Support to provide a snapshot of the system and help identify the more obvious culprits that can adversely affect a Mac's performance.
IMPORTANT:
Before running Etrecheck assign Full Disk Access to Etrecheck in the Etrecheck's Privacy preference pane so that it can get additional information from the Console and log files for the report:
Also click and read the About info to further permit full disk access.
Copy the report
and use the Additional Text button to include the report in your reply.
Then we can evaluate the report and see if we can find out the root of the problem.
Ironically the Dynamic Wallpapers of Big Sur and Catalina still work great.
It is just when you try to use it with the Screen Savers as we could in Big Sur it is no longer available.
I've reproduced this error on MacBook Air M1 and MacMini M1.
Apple Support is elevating this.
Be sure to phone it in so it gets the needed attention for them to fix it.
Updating to Monterey 12.1 fixes this issue.

Working OK for me on macOS 12.0.1 so definitely still supported.
Does the photos library selector work in other applications?
If not you may want to rebuild Photos DB (https://support.apple.com/en-us/HT204967)
Agree it shouldn’t happen, but why do you need to link the screensaver to Photos? Select the photos you want to use as a screensaver, copy them if necessary and put them in a separate folder on your Mac.
I took PherankH's suggestion and installed "ArtSaver". It works great and I like it better than the built in screensavers because it displays the IPTC information in the picture file.
That problem was fixed with the release of Monterey 12.1 update.
It looks like you have to add all of your photos from the "photos" app, into "My Albums". So once you open photos, select all the photos you want in your screen saver, and then drag them into "My Albums".
I noticed that my screen saver pictures were not available after upgrading to Monterey I checked the pictures were not available in the desktop pictures folder in the system Library the extensions for the pictures were corrupted so It didn’t see them as pictures I did find the desktop pictures folder in the applications folder elsewhere on the hard drive I was able to copy that it wouldn’t let me copy it into the systems folder or change the system folder but I was able to paste it into another location and then direct the screen saver to that location and all the pictures are there
I may have stumbled onto a solution. Last night I uploaded more pictures onto my exterior drive , where the photos library is. I looked at the screensaver option under preferences and tried it again. It still didn’t work. Then under the “Source”pull down menu I selected People. It loaded there on the preview and subsequently as the desktop screensaver. It’s been flashing my past life across the screen ever since. It may not pick up all the photos but it is using very old ones as well as recent additions. Good luck!
Can confirm. It's working as expected now with 12.1 installed.
I downloaded the 12.1 Monterey update this morning, and now my floating photo screen saver is back! Yeah!!! I am thrilled!!!
Oops, should have said upgrading to macOS 12.1 (21C52) worked on MacBook Air Dual-Core Intel Core i5.
In my case the issue got solved with the latest OS update 🤗
