How can I move an MP3 from my files or from a text into Voice Memos?

Welcome to Apple Support Communities! We understand you want to move a file from your text messages or files into Voice Memos. We're happy to help.
You can't share files to the Voice Memos app because it's voice only, however, you can share files to other resources as shown in the section that states "Share folders and files with your friends or colleagues":
Use the Files app on your iPhone, iPad, or iPod touch
Send files from Files on iPhone
