hi after been searching for the solution i already managed to merge all the files in one preview window.

On the top of preview app search for the window tabs and merge all the window

Open preview > Window > merge all window

Now all the PDF files will be opening in one window only.

hope this will help

As there are no Preview preferences settings to open all PDF files in one window, or in n-tuple tabs, when you open those PDF, you can get them to individual tabs with Merge All Windows, as you have mentioned. However, it is not a permanent setting, nor automatically forces additional PDF documents into separate tabs. That requires another invocation of Merge All Windows to get the new PDF into their respective tabs.

This is not a new feature of Monterey as it has existed previously.
