I installed macOS Monterey and now PDFs always displayed in a separate window "on preview"?

When I open the second PDF, a new window is created instead of the same one with a tab as before.

How can I change that again ?

I looked in the Preview - Preferences - Images: Open all files in one window - but when I click on PDF's still every PDF gets an own window. This happened after I upgraded to Monterey yesterday.

MacBook Air (2020 or later)

If that doesn't work, you can select "Merge All Windows" from the Windows menu as a workaround.
