Transfer Photos

Hello,

I want ask how do i transfer pictures from my iCloud to Photos. I have 1290+ in my iCloud right now. After i reseted all of my contents and settings, i went to my photos but theres might be a bug because i have only 314 of my pictures. Luckily i backed-up before i reseted, some of my pictures in my iCloud is missing in my Photos. Question, how do i transfer my pictures from my iCloud to Photos?
