How do I add my vaccine card? It is from CDC and doesn’t have a bar code.
Yes - I read the information. The county where I received my vaccine does not have an online portal or other mechanism to provide anything other than a replacement CDC card. This is why I’m asking the question. Can I upload a photo of my CDC card into the App?

You can take a photo and keep it in Photos, but it cannot be added to the Health app unless your health system has a portal to share, or the place where you got the shot supports the QR code method.
