I need help

I am trying to activate my boyfriend's new iPhone, and we are at the point of syncing things from icloud. He logged into his apple ID and sent him a verification code to continue. The problem is he can't access the verification code because his last iPhone was run over by a truck.

How can I get a verification code if my iPhone is broken? Hello, so my husband d iPhone got broken very bad that it’s impossible to open, so he got a new phone but when he enters his apple ID with the right password and everything it asks him of to verify his apple id on the other device. But he can’t because that device it’s broken and that sim card with the apple id phone number aswell. So my question is how can we go pass that verifying code?
