Date Time Zone Setting
I can’t set my phone to manual time. I see error message “Time zone cannot be set manually due to device restriction”. How do I get rid of the restriction so I can manually set time zone.

Have you enabled Screen Time for app or app category? If yes, go to Settings -> Screen Time.
Disable the Screen Time for that particular app or app category.
Go to: Settings -> Screen Time -> App Limits -> tap on the app or category with a set limit -> tap Delete Limit.
