When I go to change my date and time it says “The time zone can not be set manually due to device restrictions” how do I change it? (iphone XR)

Go to Settings > screen time > scroll down- turn off screen time!
If you go to Settings > Screen Time and scroll to the bottom it does show Turn Off Screen Time in red letters?
Is this a work iPhone or have a work email account on it?
Then you must have some other managed restrictions on your device, as I asked before is this a work phone, school phone, have a work/school email or part of a family plan?
They have locked you out from changing that.
There’s no option for turn off screen time tho?
