When I switched to regular tabs, mine were grayed out. When I switched back to compact, then back to normal tabs, the options were available.

In clicking in this way I may have solved it ... but in doing so seem to have found a glaring discrepancy between Safari (iPadOS) and Safari (Monterey) ... and as much as iPadOS is a very clunky OS for a tablet size device ... it is not a phone! ... but in this case iPadOS wins (until they break it again!)
The issue relates to privacy. On macOS, I have used the private mode as default for a long time. Under macOS, the privacy mode does not allow for tab groups;.
Compare this to iPadOS, the privacy mode is just one tab group amongst several. I can easily swap between privacy and other work flows.
I have no idea why macOS privacy mode is not simply another tab group, or why the two platforms seem to behave differently. I understood that apps where to behave consistently across platforms wherever possible, subject to physical device differences.
My problem is that I simply do not trust Apple with my browsing privacy. I see the App Store and the payola there, I see the search engine options (or lack thereof) in Safari ... I wonder if there is an inconsistency hidden within Apple. Facebook and Google are honestly open in their dishonest scraping of our digital lives. Apple is beginning to feel that bucks come before quality.
