Safari has disappeared from Ipad Ios/15.1

where is the " restrictions" in Settings/ General? Indon't have it...

“Restrictions” were assimilated into ScreenTime controls way back in time.

You are perhaps looking for this…:

Settings > ScreenTime > Allowed Apps
