If your shooting video indoors with artificial lights on, then yes it will flicker. Most places in the world are using 50 or 60 hertz AC, when you slow that down, it's going to produce flicker.
Incandescent lights aren't as bad, but LED or fluorescent lights really flicker in slow motion.
