How to set up VoiceMail?

I have a new iPhone 13 Pro on iOS 15.1. I am trying to set up voicemail. User guide tells me to go to VoiceMail. Cannot find Voicemail any where on phone?

VoiceMail (Visual or Normal) is a Carrier Specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
