Cannot Enroll in Apple Beta Software Program

Whenever I go to https://beta.apple.com/sp/betaprogram, whether I choose "Sign up" or "Sign in", it always returns me to the same page and does not actually show any profiles to download.

I will click either of these, the website asks me to log in... that works... but then it just shows https://beta.apple.com/sp/betaprogram/welcome.

I think something somewhere is failing on Apple's servers with regards to my Apple ID... and it doesn't actually let me sign in to the beta program.

I am wondering if this is something you've seen people complain about before...
