It appears you have misunderstood. Apple did not ask you for your ideas – so they are unsolicited ideas. And, as already stated, Apple does "not accept, review or consider any unsolicited ideas..."

Read the provided link. No, Apple does not want anyone to send them ideas they didn't ask for. More than that (which it very clearly states), if you send it anyway, your idea becomes the sole property of Apple. Meaning, you idea could end up being used. But it doesn't matter if it's a small idea, or a billion dollar idea. You will get nothing. Not even a mention as the person who came up with the idea.
