Ive tuned off non essential notifications
What else can I do to speed it up?

Your iPad5 is a base-model iPad. As with any computer, as the Operating System develops and is updated over many years, the demands upon the device hardware will increase - in turn, resulting in diminished perceived performance.
iPad5 was released in 2017 with iOS10 installed. Having seen five major updates, each making additional demands of your iPad hardware, reduced system performance can be realistically anticipated.
Ive just updated iPad is there anything you'd recommend?
