Hey, Apple Support, this is where offshore support is problematic. They specifically asked about states, as in US States.
To answer the original question for them, it depends on the state. Some like CA and NY have accessible verifiable proof. Anyone who used VAMS has no proof, their QRcode is just a shortcut, not proof. And people in most red states are SOL.
