Cellular ipad, without a celluar program
If I buy a cellular iPad, does it require a data plan, or can I use it just with wifi?

Purchasing a WiFi+Cellular model of iPad does not commit you to arranging a Cellular Service plan; the iPad will continue to access WiFi networks as you would expect.
Choosing a WiFi+Cellular model over WiFi Only provides a number of benefits - such as providing flexibility of network connection and, importantly for many, the addition of GNSS (GPS) functionality.
