I have iOS 15.1 on my phone and iPadOS 15.1 on my iPad. My phone is set to "Silence Unknown Callers" and it works there, but via facetime, it still goes through to the iPad and rings there, which is irritating.
I can find no way to silence the calls there except to disable using my iPhone for calls through my iPad, which is a useful feature.

Thanks for getting back to us and clarifying what you are wanting to accomplish. We looked and did not locate an article for performing this step on the iPad. You may want to look in the App Store to see if there is an app designed for the iPad for blocking unknown callers.

While there isn’t a setting for silencing the unknown callers, take a look at Block unwanted callers in FaceTime on iPad and see if this helps out.
