does rosetta close when that apps using it quits
When the all of the apps on the M1 MacBook that require Rosetta are quit, does Rosetta remain running in the background or does it also shut down to save the battery?

The first time you launch an application that hasn't been optimized for Apple Silicon, you might notice that it takes significantly longer to launch the application.
