Does having iTunes Match effect the storage on my iPad and iphone?

Itunes match allows you to stream music from your iCloud music library. Your storage will only be affected if you opt to download the music to your devices.

You don’t need to download but you should consider downloading some playlists for use where you don’t have a good internet connection.

So, I see that iTunes Match will show all my music I have on my computer including my playlists I have. So, I am believing I can play my playlists I made on my computer without downloading them on my iPad or iphone???? OR would I have to download the playlists on to my iPad and or iPhone to listen to them?
