In Maps, what do the yellow or red traffic time placards mean? Time in the red zone or time in the yellow zone?

Yes, I knew that. My question is that in the yellow/orange and red zones a travel time placard pops up in the app in the same color as the zone with a two car icon in it. What travel time is being reported? From my location through the zone? Or from starting point of the zone to the end of it? I live in a large metro area of the US. Traffic here on the freeways is congested frequently primarily due to road construction on the two major freeways running north to south. So I get the yellow/red indications a lot as I drive. The placards are new with the iOS 15 update. Thanks. BB
