Tethering

Since I updated my iPhone 8 to iOS 15, I can’t tether my older iPhone 5 with iOS 10.3 to it.

is this a glitch in iOS 15 or is Apple not allowing tethering to older iOS such as iOS 10.

if it’s a glitch, please, please, please fix it soon!
