can’t create new Apple ID account

the problem is that it’s inactivated, it runs: “devices Are not available”.

And the previous Apple ID… I give a valid password, but can’t log in

When I try to log in other apps, nothing happens just like in the photo below. So I can’t download apps or register. Neither can I make another Apple ID. It’s inactive now.
