I’m trying to purchase icloud storage + but it keeps sending me to payment and shipping to add a payment method when I have an available balance on my apple account. Why can’t I make the purchase with my available balance?

Because it's a subscription instead of a one-time purchase. Store credit can be used for it, but you'll need to have a different payment method on file.
