We're happy to help you locate the Phone app. As this app can't be deleted it's likely on a different page or in your App Library. You can view details for built-in apps that can be removed here: Remove built-in Apple apps from the Home screen on your iOS 10 device or Apple Watch

You can also check your App Library with the steps here: Organize the Home Screen and App Library on your iPhone You can check the section "Find, hide, and remove pages on your Home Screen" to see if the app is hidden or on a different screen.

If you locate the app in your App Library you can tap and hold the app to drag back to the Home screen.

However, if you're still unable to locate the Phone app you can complete a reset of the Home screen. To do this navigate to Settings > General > Transfer or Reset iPhone > Reset and choose "Reset Home Screen Layout."
