You have to get whoever owned the watch with the icloud account to remove the activation lock.
You have also posted a photo with your personal email address in a public forum, visited by thousands from all around the world. I have asked the forum hosts to remove the photo for your safety.
You must have purchased a used Apple Watch, which was not prepared for you. If you can't reach the seller, or they are unwilling to remove Activation Lock on the watch it will utterly useless to you. Apple will not help you and we cannot help you. The ONLY person who can help you is the owner the watch is locked to.
