I lost my iphone 8 in india. While I try make a call to that phone number it says switched off. My question is if that phone is taken by someone and if they replace a new sim into the phone, is there a way to find the new number that they inserted into the phone?

No. If you lost your device, the only way that you have to try and track it is identified here, If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support Follow step 2 and put the device into Lost Mode as well.
