I lost my iphone 8. While I try to call to tht number it says switched off. My question is if that phone is taken by someone and if they inser new sim into the phone, is there a way to find the new sim number what they are using?

No. If you lost your device, the only way that you have to try and track it is identified here, If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support Follow step 2 and put the device into Lost Mode as well.
