For an example with YouTube's video link in Safari and app in Safari. I want to tell Apple TV 4K (A1842 & MQD22LL/A; tvOS v15.1; 5th gen.) to use that video link to play it, but NOT stream/cast from iPhone and Macs since I want to use them and let Apple TV do the processing.

Hello antdude and welcome to Apple Support Communities. It appears you are having some difficulty using specific web links on an Apple TV device.
This is not a supported function, as an Apple TV device does not have a web browser function. All content is app based. In the case of a specific YouTube video, the solution would be to use the YouTube app (downloadable in the App Store) and search for it within that app. Web-based services without an app for tvOS will be limited to screen mirroring from a different device such as an iPhone, iPad or Mac.

For YouTube, each video has a unique identifier in the URL. Try that for a search keyword. With the iOS keyboard for Apple TV, that can be copy-pasted.
Hopefully one day we’ll get Handoff to include Apple TV for applicable services. Maybe sooner if enough users ask for it.

Thanks. Searching can be difficult with common terms. :( I still want to use the device if I do AirPlay. I wanted ATV to take over so I can use the device hence my post! I left a feedback to Apple to add a way to let's send video links to ATV to take over from and without streaming from our devices.

Adding to Urquhart1244's great tip, specifically when using YouTube, you can also set up a playlist in your library specifically for content you want to view on Apple TV. Once saved there, that content will be directly accessible in your library after you've signed in to the app on the Apple TV device.
