Notes App Glitch ?

So here’s the thing. I have a particular note I cannot lock. when I create a new note, I DO have the option to lock it. I DO have a note that is already locked and works as intended. But here’s the thing… so I copied the particular content of a previously locked note into a new note thus creating 2 notes. The note I copied from is still locked, which is what I want. I want to lock the second note in which I pasted that copied content but it refuses to give me the option.

I then tried creating a new note. Scribbled some nonsense then checked for the ‘lock’ option… it was available… I proceeded to paste the intended content into that note with the “nonsense” in it as well to try to trick the app.. I then checked for the ‘lock’ availability, and it was not available.

is this a glitch?
