Why cant i add my card to apple pay. As soon as i click on add card it opens a box that say cancel or learn more

I know it’s been a while but I figured this one out. When you did an update for some reason the region settings are getting stuck in a unrecognized loop so go into your settings click general then go to language and region and re select your region even though it will already be selected and then click change region it should fix this issue. I was having the same problem with mine for about the same amount of time and finally got fed up and decided to figure it out.

If you see a spinning circle under Settings > General > Language & Region or Date & Time, I would recommend resetting all settings. You will then have to set up Apple Pay again, as well as Apple Cash.
Settings > General > Transfer or Reset iPhone > Reset > Reset all Settings.
This should resolve your issue.
Im not having the issue anymore but I never had a spinning circle on either I was having the exact issue the OP was having and I found the reason as to why it was doing it rather then getting the run around. But thank you
